Just because the weather outside is horrible, doesn't mean everyone gets to stay inside. Westminster Police and Fire Departments battled slippery roads and blowing snow to respond to a medical emergency on the western side of town.
Tom Tharp chose to venture outside to shovel every couple of hours so he wouldn't have to shovel it all at once.
