Water every where  Westminster Fire Department closed Whitmanville Road (top) after the river washed over the roadway once dam levels reached a peak on Sunday and Monday. As nearly six inches of rain flooded the region local police, fire and highway departments spent two days responding to weather related calls. (Bottom) On Monday, Route 140 near East Road in Westminster was flooded as the reservoir flowed across the street and into the nearby lake. The road still had flood conditions on Wednesday.
